First of all I think this is way to big a project for 1 person to manage it (especially as it will be done on a voluntary basis) and so if possible the project should be broken down ito several tasks (or sub-projects) and each sub-project has its own manager, with possibly one co-ordinator at the top level.

I am currently a Systems Manager at The Open University, this involves (amongst other things) managing IT projects (never done a coding project though). I'm also one of the site developers at AW.net, I have (in my university years ;-) ) done some C, but its not up to much currently.
The project:
We will need to:
Have a discussion and work out all of the tasks that need completing, this will need to be broken down into phases (ie time ordered).
We will need a project schedule putting together (PM's job), tasks will need allocating (again PM's job). This should preferably be on line and graphical, as an Open project it'll also allow us to point people at it so they can get an instant update.
Once tasks are allocated, its the PM's job to hastle, bully and otherwise ensure they get done on time, or adjust the schedule if there is going to be unavoidable slippage.
Sounds good to me, it's nice to have someone experianced at management speak up ;)
